The journal is not owned by a learned society, a university, a hospital, a government body or any individual, and is not held in trust for any third party.
CMHC Research Center is a collaborating institution, not an owner. It supports scholarly collaboration, editorial and reviewer capacity, and dissemination. It holds no ownership interest and does not direct individual editorial decisions.
No member of the editorial team holds an ownership interest in HM Publisher, and no part of the journal’s ownership is held by an author, sponsor, advertiser or supplier. No manufacturer of a drug or device has any interest in the journal.
3. Management and division of responsibility
Publishing and editorial authority are deliberately separated. The table states who decides what.
| Function | Held by | Scope |
|---|---|---|
| Editorial decisions | Editor-in-Chief and delegated editors | Screening, reviewer selection, assessment, acceptance, revision, rejection, correction and retraction. Final authority rests with the Editor-in-Chief and is not shared with the publisher. See Peer Review Policy. |
| Scope and standards | Editorial Board | Aims and scope, editorial policy, appointment of editors and reviewers, and periodic review of this and other policies. See Editorial Board. |
| Platform and production | HM Publisher | The Open Journal Systems installation, hosting, production, DOI registration and metadata deposit, preservation planning, submissions to indexing services, operational continuity and administration. No role in assessing or deciding manuscripts. |

| Integrity procedures | Editor-in-Chief, with the publisher | Handling of allegations, corrections, expressions of concern and retractions under Publication Ethics and Corrections and Retractions. The publisher guarantees the procedure exists and is resourced; it does not determine the finding. |
The undertaking of non-interference, and the recusal rules that protect it, are set out in Publisher and Editorial Governance and Conflict of Interest.
4. Sources of revenue
JACR states its revenue in full so that readers can judge for themselves whether commercial pressure could bear on editorial decisions.
- Article Processing Charge. IDR 1,500,000 for Indonesian authors, or USD 100 for international authors, per accepted article, requested only after a manuscript has completed editorial evaluation and been accepted. Payment has no influence on peer review or on the decision. Full terms: Article Processing Charges.
- No other charges. There is no submission fee, peer-review fee, editorial assessment fee, page charge, colour charge, language charge, mandatory correction fee or withdrawal fee. Readers pay nothing.
- Support from the publisher and the collaborating institution for infrastructure and operations.
- No advertising and no industry sponsorship. JACR does not sell advertising space, does not publish sponsored articles, supplements or advertorials, and does not accept payment from a manufacturer for editorial content or favourable treatment.
- No payment for speed or outcome. The journal offers no paid fast-track, no paid priority review, and issues no letter of acceptance before a manuscript is genuinely accepted.
Authors receive payment instructions only from the authorised editorial office named below. Any request for payment from another address, or any offer of guaranteed or accelerated publication in the journal’s name, is illegitimate and should be reported to journalanesthesiology@gmail.com.
