JACR is published by HM Publisher in collaboration with CMHC Research Center. The publisher supports infrastructure, production, preservation planning, and administrative services while respecting editorial independence.
Editorial authority
The Editor-in-Chief and delegated editors have authority over peer review and publication decisions. Decisions are based on scholarly merit, validity, scope, ethics, and the integrity of the record. Neither the publisher nor a sponsor may require acceptance or rejection of a manuscript.
Independence and conflicts
Submissions involving an editor, board member, publisher representative, or guest editor are handled by an independent editor who controls reviewer selection and the decision. Editors and reviewers must recuse themselves when a conflict could affect impartiality.
Publisher responsibilities
The publisher maintains the OJS platform, public policies, article access, DOI and metadata workflows, journal records, reasonable security and backups, and administrative contact channels. The publisher supports investigations and corrections without interfering with evidence-based editorial outcomes.
